The annual Temporary Residence Permit (TRP) notification—or, in other words, the confirmation of residence under the TRP—is a process that all foreign citizens temporarily residing in Russia must undergo each year by notifying the Migration Service of their residence in Russia annually.

Where is the annual TRP notification submitted? 

Confirmation of residence under the TRP and submission of the notification take place at district migration offices of the Ministry of Internal Affairs of the Russian Federation, at the place of registration and residence.

 

How can you submit the annual TRP residence notification?

The Temporary Residence Permit (TRP) notification must be submitted by the foreign national in person. The notification form must be completed and accompanied by documents confirming the financial means by which the foreign national supported their residence in Russia over the past year. Documents confirming residence in Russia may include Form 2 NDFL certificates from an employer or a bank statement confirming available funds. In both cases, the amounts indicated in the certificates must be no less than the minimum subsistence level. Each region sets its own minimum subsistence level at the discretion of local authorities; therefore, we do not specify it here, especially since it changes periodically. 

 

When are Temporary Residence Permit (TRP) notifications submitted?

Residence permit notifications are submitted annually during the 13th and 14th months. In other words, 12 months after receiving the residence permit, the following two-month period is specifically set aside for submitting residence notifications under the residence permit.

 

What information is included in the TRP notification?

The Migration Service of the Ministry of Internal Affairs treats the annual notification as a source of information to identify any violations a foreign citizen may have committed during the year of their residence in Russia. Based on the notification, a migration service inspector determines the periods during which the foreign national was outside the Russian Federation (no more than 6 months per year) and identifies the sources of income the foreign national used to support themselves while residing in Russia during the year. It is essential to list all countries you visited over the past year. 

 

What are the consequences for a foreign citizen who fails to submit the RVP notification on time?

Failure to submit the RVP notification by the established deadline constitutes a serious administrative offense under Article 18.8 of the Code of Administrative Offenses of the Russian Federation. This offense is punishable by a fine of 5,000 rubles, and failure to submit two consecutive notifications may result in deportation from Russia within 10 days. Depending on the region, administrative penalties may be imposed in a more lenient form. The strictest sanctions against violators are in effect in Moscow, the Moscow Region, St. Petersburg, and the Leningrad Region.
