Fee for Canceling a Temporary Residence Permit

The revocation or compulsory cancellation of a Temporary Residence Permit occurs by decision of the Migration Service, the Federal Tax Service, the Federal Security Service, or the Ministry of Health. There are many reasons for which a Temporary Residence Permit may be revoked, but the most common ones in recent times are specifically related to violations of residence registration in the region and employment.

- Revocation of a Temporary Residence Permit due to false registration at the place of residence—where the address listed on the permit differs from the actual place of residence, or, in other words, fictitious registration. This is a serious offense that results in the revocation of the Temporary Residence Permit, with or without a ban on re-entry into the Russian Federation. The severity of this offense and the resulting consequences threaten not only the foreign national who was residing illegally at a different address, but also the property owner who, for personal gain, facilitated the foreign national’s fictitious registration. The foreign national faces revocation of their Temporary Residence Permit and deportation from Russia, while the property owner faces a substantial fine and criminal prosecution under Articles 322.2 and 322.3 of the Criminal Code of the Russian Federation.

- Revocation of the Temporary Residence Permit due to employment outside the region of residence. A Temporary Residence Permit (TRP) temporarily restricts a foreign national’s right to reside and work in another region until they obtain a Permanent Residence Permit (PRP). This violation results in the revocation of the TRP and a subsequent ban on entry into the Russian Federation, or may occur without such a ban.

- Revocation of the TRP due to two or more violations. The law states that a TRP is revoked if a foreign national commits more than two migration-related violations within a year. However, a practice that began several years ago indicates that any administrative offense may automatically result in the revocation of the TRP, followed by deportation, which carries the risk of lengthy procedures to lift the entry ban. 

- Cancellation of a TRP upon personal request is more of a last resort. A foreign citizen resorts to this process only when absolutely necessary—for example, to expedite the process of obtaining Russian citizenship, to simplify the process of obtaining a residence permit, or to obtain a work permit to work in another region.
