When comparing all the processes for legalizing the status of a foreign citizen in 2026, marrying a Russian citizen is not a quick solution for obtaining Russian citizenship, provided there are no other contributing factors. Obtaining a temporary residence permit (TRP) through marriage is the first step toward obtaining Russian citizenship. This procedure no longer falls under the category of simplified acquisition of Russian citizenship; accordingly, a foreign national can become a citizen by obtaining citizenship through the standard procedure.
Under this year’s new rules, you can apply for a temporary residence permit only after three years of marriage. From the date of submitting the application for a temporary residence permit through marriage, the processing time until the permit is issued ranges from two to four months, depending on the applicant’s citizenship. Applications from CIS citizens applying for a temporary residence permit (TRP) through marriage are processed more quickly, typically within 1.5 to 3 months. Applications from citizens of non-CIS countries applying for a TRP through marriage—in other words, citizens who enter the Russian Federation on a visa—are generally processed within 4 months, but by law, the processing period may extend up to 6 months.

A marriage can take place either in Russia or abroad. However, it is important to note that not every civil registry office handles marriage registrations involving foreign citizens. For example, in Moscow, there are only two civil registry offices where you can marry a foreign citizen by appointment. To obtain a temporary residence permit (TRP) through marriage, the main document required is a marriage certificate issued in Russia or abroad. Documents issued abroad must be translated into Russian and certified by a notary; in some cases, they must also be apostilled. 
Under international law, to marry a foreign citizen, the foreign national must provide a certificate of marital status from their home country proving that they are not currently married in their home country. You can begin gathering documents for a temporary residence permit three years after the marriage took place. The list of other documents required to obtain a temporary residence permit is identical to that required for obtaining a temporary residence permit on other grounds.

 

Where can you submit documents to obtain a temporary residence permit based on marriage?

A foreign national may submit documents to obtain a temporary residence permit based on marriage at a specially authorized migration department of the Ministry of Internal Affairs at their place of registration. In Moscow, this authority is the Sakharovo Multifunctional Migration Center; in the Moscow Region, district migration departments of the Ministry of Internal Affairs handle these matters. Before submitting documents, a foreign citizen must join the queue and obtain a queue ticket at the Ministry of Internal Affairs’ migration department. On the appointed day, the applicant must appear in person to submit the documents.

Can a foreign national reside in Russia after getting married?

After getting married, a foreign national is entitled to a family visa valid for up to one year, which allows them to stay in the country for up to 365 days per year. The visa does not grant the right to employment, nor does it grant the right to free medical care.
