What is a rental agreement?

A rental agreement is a document required to obtain a receipt for submitting documents for a temporary residence permit (TRP). In other words, a foreign citizen who has married a Russian citizen but does not own an apartment must provide a rental agreement (in other words, a housing lease agreement) with a term of at least 3 years. The difficulty in providing this agreement lies in the fact that housing lease agreements are typically signed for a term of one year, with subsequent one-year extensions. Consequently, it will be difficult to find a landlord who agrees to sign a lease agreement for three years right away. Secondly, landlords are generally reluctant to register tenants in their apartments because not all tenants pay income tax.

 

When is a lease agreement required?

• In virtually any case when submitting documents for a temporary residence permit (TRP), regardless of the applicant’s grounds, immigration officials may require a lease agreement.

The situation is different for a foreign national who has married a Russian citizen registered as a resident of Moscow. In this case, the foreign national must be registered at her address, and there will be no issues with the staff of the Migration Service of the Ministry of Internal Affairs.
