Documents Required to Obtain a TRP

Each case involving the application for a Temporary Residence Permit (TRP) requires its own specific list of documents necessary for submitting the application and obtaining this status.
The documents required for a TRP are divided into primary and supplementary documents. Supplementary documents are those that may vary depending on the grounds for the application or other additional requirements.

 

These include:

• Passport (valid for at least 6 months)
• Translation of the passport (required to correctly fill out the application for a TRP)
• Migration card
• Notification of migration registration, or, in other words, temporary registration
• Photos, 35x45 mm, 4 copies
• Medical certificates (valid for 3 months). Before obtaining the Medical Certificate on the Foreign Citizen’s Health Status and the Certificate of HIV-Negative Status, it is advisable to get a referral from the Ministry of Internal Affairs to a specific clinic
• State fee for issuing a Temporary Residence Permit (TRP)—1,950 rubles, payable at any bank using the provided account details or at bank terminals
• Application for a TRP (in duplicate)

 

Documents required to obtain a TRP only for citizens entering the Russian Federation on a visa:

• A valid entry visa
• A certificate of no criminal record, valid for no more than 3 months

 

Documents required for a TRP for non-citizens of Latvia and holders of Estonian “gray” passports

Virtually every section of our website addresses the category of non-citizens of Latvia and Estonia. Even when applying for a temporary residence permit (TRP), this category of foreigners undergoes a different application process than citizens of other countries, and certainly different from that of stateless persons (SPs). The process for non-citizens of Latvia to obtain a TRP can be described as a sort of hybrid between the procedures for visa-required entrants and those for CIS citizens. Non-citizens of Estonia and Latvia have the right to work under a work permit, just like citizens of the CIS; however, to apply for a temporary residence permit, they are required to submit a certificate of no criminal record from the Ministry of the Interior of the Republic of Latvia or Estonia.

Additional documents required to obtain a temporary residence permit:

• Test results confirming proficiency in the Russian language, knowledge of Russian history and the fundamentals of Russian legislation, and the relevant residence permit category
• Educational documents (required for those who studied before 1991)
• Birth certificates and other documents evidencing a change of surname
• Work permit or work authorization (with receipts for payment of the work permit fee for its entire validity period), if applicable
• If applying for a Temporary Residence Permit (TRP) outside the quota system, you must provide supporting documentation: a birth certificate (if born in the territory of the RSFSR or the Russian Federation), a marriage certificate and a copy of the spouse’s Russian passport, a pension certificate for a legally incapacitated parent who is a Russian citizen, along with a copy of their passport, etc.
• It should also be noted that the documents required to obtain a temporary residence permit may vary depending on the internal rules of the district departments of the Migration Directorate of the Main Directorate of the Ministry of Internal Affairs of Russia and at the discretion of the inspectors accepting your documents.
• When submitting documents to obtain a temporary residence permit, you must take into account the region, district, and area where the application is being filed.
• Upon submission, all foreign documents must be translated into Russian and certified by a Russian notary. However, in some cases, the documents must also be certified with an apostille. These requirements apply to citizens of countries outside the former Soviet bloc whose countries have not concluded an agreement with Russia regarding the recognition of their documents on the territory of the Russian Federation.
