The law establishes a standardized application form for a Temporary Residence Permit (TRP). The TRP application takes the form of a questionnaire. Until recently, there were two different forms: one for citizens of visa-required countries and one for CIS citizens. Subsequently, the form for visa-required countries was revised and streamlined, with some questions removed. The 2026 application for a temporary residence permit has been standardized under a common format. Subsequently, the Migration Directorate of the Ministry of Internal Affairs introduced a different application form for a temporary residence permit—Form Appendix No. 2, approved by an Order of the Ministry of Internal Affairs of Russia.

How do I fill out a Temporary Residence Permit application?

You can fill out the Temporary Residence Permit application yourself by hand or using a computer and printer; the Federal Migration Service permits both methods in most regions of Russia.
