Applying for a Temporary Residence Permit (TRP)

A Temporary Residence Permit (TRP) is issued within four months, regardless of the applicant’s citizenship, by:

submitting an application to the territorial office of the Migration Directorate of the Main Directorate of the Ministry of Internal Affairs of Russia by a foreign citizen temporarily staying in the Russian Federation
submitting an application to a consular office of the Russian Federation in the foreign citizen’s country of residence

When reviewing applications from foreign citizens for a TRP, the regional office of the Migration Directorate of the Main Directorate of the Ministry of Internal Affairs of Russia sends requests to the following agencies: security agencies

• the bailiff service
• tax authorities
• social security agencies
• health care agencies
• migration service agencies
• other relevant agencies

Within two months from the date of registration of the request, the above-mentioned authorities issue an opinion on the presence or absence of circumstances preventing the issuance of a TRP (Temporary Residence Permit) in Moscow and the Moscow Region. In the event of a denial, the foreign national has the right to reapply for a TRP no earlier than one year after the date of the denial, following the same procedure (Temporary Residence Permit).

The issuance of a TRP (Temporary Residence Permit) in Moscow and the Moscow Region is based on an allocated quota or, under the preferential procedure described below, a TRP without a quota. A TRP may be issued to foreign nationals without a quota in the following cases:

• based on marriage to a Russian citizen for at least 3 years
• to a foreign student for the purpose of pursuing an education
• to citizens of unfriendly countries who share common values, pursuant to Presidential Decree No. 702

In some cases, a foreign national has the right to apply for a Temporary Residence Permit (TRP) or, if desired, may bypass this process and apply directly for a Permanent Residence Permit (PRP) if they:

• were born on the territory of the RSFSR and were a citizen of the USSR
• are applying under a repatriation program
• have a son or daughter who is a citizen of the Russian Federation
• have a father or mother who is a Russian citizen
• are citizens of the Republic of Belarus
• have entered into a contract with the Ministry of Defense

Certain exemptions have also been granted to citizens of Ukraine. Thus, citizens of Ukraine, Moldova, and Kazakhstan are entitled to bypass the temporary residence permit (TRP) process and apply directly for a permanent residence permit (PRP) based on their citizenship. As for obtaining a temporary residence permit (TRP) under the quota system, statistics show that the TRP quota in Moscow and the Moscow Region (MO) is allocated primarily to employed foreign citizens under the age of 30 who own real estate in these regions.
