Temporary Registration

Temporary registration (migration registration) in Moscow, the Moscow Region, and notification of place of residence are also required for Russian citizens temporarily staying in Moscow and the Moscow Region. It allows Russian citizens to find employment and enjoy all their rights, including the right to obtain loans, a foreign passport, and a driver’s license in Moscow, the Moscow Region, and the Tver Region. For foreign citizens, temporary registration (registration at the place of arrival) enables them to legally stay within the territory of a specific constituent entity of the Federation and serves as the first step toward legalizing their status in the Russian Federation. Temporary registration in Moscow and the Moscow Region for Russian citizens is processed at the passport office. A legal entity that owns an apartment submits the necessary information to the passport office and registers its employees at their place of residence. Temporary registration (migration registration) in Moscow, the Moscow Region, and the Tver Region is processed either at the district office of the Ministry of Internal Affairs (MVD) or at the Multifunctional Center (MFC), based on the legal entity’s actual address.
Temporary Registration Procedures.
Every foreign national present in the Russian Federation must register within 7 days by notifying the competent authorities of their place of residence. If a foreign national fails to do so within this timeframe, they face an administrative penalty in the form of a fine, or even deportation and a ban on re-entry, if the violation occurs in Moscow, the Moscow Region, St. Petersburg, or the Leningrad Region. A foreign citizen must complete temporary registration at their place of stay—that is, at their physical address or at the address of the company where the foreign citizen works.
Registration at the place of residence refers to the registration of a foreign citizen who has been granted Temporary Resident Status (TPR) or a Permanent Residence Permit PRP. This procedure is processed through the passport office, together with all co-owners of the apartment who hold a share in the residential property. If, however, the foreign national is the owner of the residential property, they have the right to register themselves at that address. The term of such registration may be for 5 years if the foreign national holds a Permanent Residence Permit (PRP), or for 3 years if they have been granted a Temporary Residence Permit (TRP).
