Thanks to the streamlined process for obtaining Russian citizenship and a presidential decree, new sections have been added to the application form starting in October. Since citizenship can now be obtained based on one’s profession and work experience, the application now includes sections where applicants must specify their line of work according to the OKVED classification and the amount of taxes paid over the past 3 years.

General Rules for Completing the Standard Application for Russian Citizenship 

Filling out this type of document is a serious matter. Any failure to comply with the requirements may result in the application being rejected. Non-Russian citizens and foreign nationals are provided with a special form containing a questionnaire. Let’s review the basic rules for completing it:

• The citizenship application form may be filled out by hand or electronically and then printed. If filling it out by hand, it is important to pay attention to your handwriting. Do not use unconventional stylistic techniques; all letters should be written neatly and as legibly as possible. Filling out this application with a ballpoint pen would, of course, be extremely difficult, as the application consists of 10 pages and no corrections are permitted.
• No section of the application may contain careless corrections or grammatical errors. Omitting information or leaving blank spaces in any section is also not permitted. This requirement is clearly illustrated in the 2026 sample application for Russian citizenship.
• Answers in each section must be as clear and complete as possible, without omitting any significant facts or details.
• When filling out the 2026 application for Russian citizenship, use only the Russian alphabet. The exception is the Latin alphabet in certain sections.
• It is recommended that you avoid using abbreviations and acronyms.

 

Government officials will accept the application provided that the listed requirements are strictly met. In addition to the application form, you will need to submit other documents. If these documents are not filled out in Russian, you must provide a notarized translation. It is essential to check the expiration dates. If the documents are deemed invalid, the Migration Service of the Russian Ministry of Internal Affairs will refuse to consider the application.

Unfortunately, there is no standard form for applying for Russian citizenship. Each regional office of the Ministry of Internal Affairs’ Migration Service in Moscow and the Moscow Region has its own specific requirements for filling out the application. You can only find out what the “correct” version looks like in person. It is posted on the relevant bulletin board.

 

Procedure and Deadlines for Applying for Russian Citizenship in 2026.

This matter should be treated with the utmost care. The entire set of documents must be submitted in person, even if the applicant resides abroad. Submission by mail or through a representative is not permitted. The commission will not accept documents for consideration if they are submitted in an unsatisfactory condition, without notarization, or after the prescribed deadlines have passed. 

Applications for Russian citizenship are accepted from legally competent individuals of legal age. For individuals with limited legal capacity, the application must be filed by a legal representative (parents, relatives, or a guardian). If foreign nationals or stateless applicants have a permanent residence address in our country, they must submit their documents to their regional office of the Migration Service of the Ministry of Internal Affairs.  In all other situations, you should contact the Russian diplomatic mission or consulate in your country. 

 

An application for Russian citizenship for 2026 is considered accepted for review after the required set of documents has been submitted. Officials at the Ministry of Internal Affairs’ Citizenship and Migration Service strictly enforce compliance with all stated rules. Even the slightest violation results in a denial. The waiting period for resubmission confirms this: a second attempt to file an application is permitted only one year after receiving a negative decision on the first attempt. 

 

Valid Grounds for Rejecting an Application for Russian Citizenship.

• Even if the forms are filled out correctly and the state fee has been paid, individuals who have violated norms of public conduct and order will have their applications rejected.

• The application will not be considered if the representative of a legally incapacitated person cannot confirm the legitimacy of their authority or their own identity.

 • Invalid documents submitted by the applicant to prove their legal grounds for residence in Russia or their identity are another reason for denial. One possibility is simply that the documents have expired. 

Important! The Migration Service has the legal right to request that you present additional documents in a specified number of copies. For example, a standard-form notification of residence for a foreign national. If necessary, it will need to be translated into Russian and then certified by a notary.
