The resettlement program allows foreign citizens to not receive a residence permit, but to immediately obtain Russian citizenship. Nevertheless, there are those who wish to receive PRP in the Russian Federation under the resettlement program without obtaining citizenship, and the law gives them full right to this.

Who benefits from receiving a PRP instead of citizenship?

More countries in the world prohibit their citizens from having a second citizenship, and many are economically advanced. By moving from such a country to Russia, and obtaining citizenship, the foreign citizen loses all social benefits, medical care, various payments earned for years of residence in the country of nationality. Many European countries impose such stringent conditions on their citizens. It is for this category of foreign citizens that the state program of resettlement of compatriots provides an alternative to obtaining citizenship - obtaining a residence permit (PRP), with which one can live in Russia just as well, possessing many rights as citizens of the Russian Federation.

After receiving the AWP, a foreign citizen has the right to apply for Russian citizenship immediately, bypassing the procedure of obtaining a residence permit in the Russian Federation, or if a participant in the State Program for the Resettlement of Compatriots does not wish to renounce his existing citizenship, he has the opportunity to submit documents for obtaining a residence permit. Not in all regions of Russia, the presentation of a residence permit for participants in the resettlement program is going smoothly. The very essence of the program implies that the candidate will become a citizen of Russia. In many regions, there are also various sub-ordinances that do not entitle the holder to a residence permit, but nevertheless the Federal Act, which governs the issue of obtaining citizenship, does not prohibit this.
