Obtaining a residence permit for repatriation.
Repatriation and the Repatriant program are a new process in migration legislation aimed at encouraging the return of compatriots from abroad. The Repatriant program provides an opportunity to obtain a residence permit and relocate for those whose relatives lived on the territory of the RSFSR or the Russian Empire, for those who once left and renounced Russian citizenship. This basis for obtaining a residence permit and citizenship is especially suitable for ethnic descendants of those who once left Russia, having lost their citizenship. Even if a foreign citizen does not speak Russian but can prove that one of their relatives was born or lived in the territory of Russia, the RSFSR, or the Russian Empire, they can obtain Repatriate status, then a residence permit, or immediately apply for Russian citizenship through repatriation.
This migration procedure simplifies the process of obtaining citizenship in terms of time. According to the 2025 rules, the applicant must prove that his relatives lived in the RSFSR or the Russian Empire. Having proven this, a foreign citizen will receive a residence permit in 3 months, and then citizenship in another 3 months. In some cases, a repatriate obtains Russian citizenship, bypassing the residence permit, in an accelerated and simplified procedure.

Who is recognized as a repatriate?
- Having ascendants who were formerly citizens of the USSR and were born on the territory of the RSFSR.
- Having relatives in the ascending line who were citizens of the USSR and lived on the territory of the RSFSR.
- Having close relatives who once renounced Russian citizenship.
- Having relatives in the ascending line who were citizens of the Russian Empire or were born on the territory of the Russian Empire.
A repatriate receives a residence permit (VNZh / PRP) in the Russian Federation on a preferential basis, bypassing the procedure for obtaining a temporary residence permit (TRP).
Features of a Residence Permit (PRP) obtained through repatriation:
- After obtaining a Residence Permit in the Russian Federation, the Repatriate can obtain Russian Federation Citizenship in a simplified manner.
- A residence permit in the Russian Federation on the basis of Repatriation is issued for an indefinite period.
- If desired, the Repatriate can immediately apply for Russian citizenship without a residence permit.
