Tourist Visa: Issuance Details and Validity Periods.

The visa-free regime is a concept in international law. It refers to the framework of relations between two states under which their citizens may cross the borders of countries that have signed a relevant intergovernmental agreement without requiring a special document—a visa. This simplified regime specifies a certain duration of stay for foreign citizens in Russia. As a rule, it does not exceed 90 days (with exceptions for certain countries). However, it may be extended in accordance with the procedure established by law.

The list changes periodically. This process depends directly on the political and economic situation. 

 

List of visa-free countries to Russia:

CIS states (Belarus, Kyrgyzstan, Uzbekistan, Armenia, Kazakhstan, Azerbaijan, Moldova). Until recently, Ukraine was also on this list; however, the visa regime with that country is currently undergoing changes.

Latin American countries (Argentina, Brazil, Venezuela, Colombia, Guatemala, Uruguay, Chile, Nicaragua, Peru, Ecuador), as well as the island of Cuba.

Countries applying for membership in the European Union (Bosnia and Herzegovina, Macedonia, Montenegro, Serbia). Until November 2015, Turkey was on this list, but relations with that country deteriorated sharply due to the situation in Syria.

Israel and Thailand are also among the countries with visa-free entry.

Invitations to the Russian Federation are typically processed fairly quickly and without issues. However, for certain categories of foreign nationals, this process is delayed, and legitimate complications arise due to the classification of countries into “migration-risk” and “non-migration-risk” categories. This classification has been in place for a long time; notably, the list is not permanent—it is constantly expanding.

 

What is the reason for classifying a particular country as a “migration-risk” country? The answer lies in these countries’ political and economic relations with the Russian Federation, their standard of living, the level of migration risk to the Russian Federation, and even the actions of citizens entering Russian territory.

 

Here’s a simple example: a person received an invitation to apply for a visa to Russia and obtained a tourist or business visa. When the visa expired, the citizen did not leave the Russian Federation but engaged in fraudulent activities to obtain a Temporary Residence Permit (TRP). Several other scenarios include offenses, crimes, or violations of passport and visa regulations committed by a foreign national while in the Russian Federation. All of these constitute grounds for adding a particular country to the list of countries posing a migration risk.

 

Countries Posing Migration Risks: Categories

The current list of countries posing migration risks is divided into four categories based on the level of challenges associated with immigrants from those countries.

 

CATEGORY I includes Algeria, Albania, Bahrain, Indonesia, Jordan, Iran, Kuwait, Qatar, Lebanon, Malaysia, Morocco, the UAE, Turkey, Thailand, Turkmenistan, Tunisia, Colombia, South Africa, the Dominican Republic, Uzbekistan, Mongolia, Peru, Saudi Arabia, and a number of other countries.

CATEGORY II – Egypt, Bangladesh, Guinea, India, Iraq, the Maldives, Mauritius, Nepal

CATEGORY III – Tanzania, Sudan, Guinea, Côte d’Ivoire, Uganda, Cameroon, Senegal, Kenya, Ghana, Chad, Mozambique, The Gambia, Gabon, Botswana, Benin, the Philippines, Ethiopia, Yemen, Cambodia, Burma, Myanmar.
